- Jeannelle Blanchard is a vice president in Tetra Tech's International Development Services group leading energy sector reform programs worldwide with over 25 years of progressive project management experience on USAID and other donor-funded projects. Early in her career, she worked on sustainable tourism projects and served as a resident advisor in Barbados and the Eastern Caribbean. She then worked on utility modernization projects in Afghanistan, Antigua, Kosovo and Pakistan and has undertaken several short-term assignments in several other countries. She currently oversees Tetra Tech’s work in the clean energy-agriculture nexus and the energy-gender nexus. Within the firm, she guides diversity and inclusion initiatives and mentors the next generation of development professionals. She has a master’s in International Studies from the University of Miami and a bachelor’s in Communications and Spanish from George Mason University.
