Chief Diversity Officer, Millennium Challenge Corporation
Tracey L. France is the Chief Diversity Officer of the Millennium Challenge Corporation’s Diversity and Equal Employment Opportunity Division within the Office of the Chief Executive Officer. In that capacity, Tracey works collaboratively with other department heads to integrate Diversity, Equity, and Inclusion (DEI) into all work streams across the agency and to foster a diverse workforce and an inclusive workplace culture. Tracey brings a wealth of knowledge to the role, including proven experience in implementing cultural transformation initiatives and change management programs that enable diversity in all forms, inclusive habits, workplace safety and wellbeing, and a purpose-driven, high performing ethos where people can thrive. She understands that DEI are not simply values to be expressed in a policy statement, they must be demonstrated in our every day encounters. Tracey is certified by the Office of Personnel Management as a Diversity & Inclusion Game Changer, and she possesses a Diversity & Inclusion Professionals Certificate from Cornell University’s International Labor Relations School. Prior to joining MCC, Tracey worked for the U.S. Department of Labor, Office of Inspector General, where she improved the agency’s organizational culture through educational and strategic initiatives designed to promote inclusive behaviors, workplace civility, and respect. She developed frameworks and strategies for implementing DEI across the agency. Tracey has also worked for the U.S. Coast Guard, the National Science Foundation, and other federal agencies. Her federal career spans over 27 years. Tracey possesses a B.B.A. in marketing from Howard University and is a native of Queens, New York.
